1. On 13 June 2023 the Appellant appealed the Respondent’s decision dated 31 May 2023 not to grant him a third trainee licence under s.129 of the Road Traffic Act 2024. The Appellant wished to gain more practical experience of driving instruction before his third and final attempt at passing Part 3 of the Qualifying Examination. Pending the hearing of his appeal, however, on 29 June 2023, the Appellant took and failed the Part 3 test for the third time, meaning his trainee licence was revoked and he must re-take all parts of the Qualifying Examination. 2.
